◌ Loyal service - all his energy goes into being a strength to others.

◌ Prefers traditional over modern, but is not adverse to new things. Cotton, a ‘new’, imported plant to Japan, was first farmed extensively in Mikawa province, where Tadakatsu was from. So it’s quite likely Tonbokiri’s casual wear is specifically a cotton yukata. In another example, he sees the value of guns – ranks of riflemen were successfully used by Tadakatsu in many battles.
Towards others:
◌ Willing to help others become stronger, and has strong endurance himself.
◌ Willing to go along with shenanigans, so long as there’s no harm or it’s not totally ridiculous. (Trying to catch the blue bird of happiness for the sake of a kid is not ridiculous.)
◌ Not exceptionally confrontational. When it’s time for war, fight. When it’s time for peace, rest. Having a good fight is a way to clear up disagreements, but killing is a dire, irreversible action that should not be taken lightly.
◌ He seems like the type to enjoy solitude, but he really does enjoy company. He just doesn’t want to seem imposing to ask it of others.
◌ The past is finished and the results are as they are. No matter former alliances, he is willing to get along with each individual who likewise is willing to get along with him.
That said, he does highly value loyalty, so someone holding to the idea of their former masters’ ideals will not lower his regard of them.

The characteristics literally engraved upon him
Having a Buddhist sutra as a defining feature on his blade and body, these are the ideas behind the three characters: They can be read, top to bottom, as "ka", "kiriku", "sa", and are associated with Buddhist figures Jizô Bosatsu (地蔵菩薩), Amida Nyorai (阿弥陀如来) and Kanzeon Bosatsu (観世音菩薩), respectively.
Jizo Bosatsu is the protector of travelers, children and all beings trapped in hell. His motif in Japanese Buddhism is ‘earth’.
Amida Nyorai is known for his long life and has total appreciation and the deep knowledge of the individualities of different people. His chant is said to reject anything negative that can block the way to Buddhahood. His motif in Japanese Buddhism is ‘pure light’.
Kanzeon Bosatsu is said to hear the voices of people and the sounds of the conditions of the world, immediately grant salvation to the suffering and the afflicted, and dispel the evil and calamities that surround us. Usually in a gentle and compassionate female form, she also has a fiery horse-form that gives guidance and protection to animals. Her motif in Japanese Buddhism is ‘mercy’.
The way I interpret these characteristics to Tonbokiri:
◌ He likes children very much and wants to protect them and see to their safety.
◌ Things of the ‘earth’ are appealing to him, such as animal husbandry, farming and woodworking. (Although he has an interest in woodcarving, given how Tadakatsu died Tonbokiri has a strong aversion against doing it himself.)
◌ Tonbokiri was wielded for a long time by Tadakatsu, who himself lived a very long time for a warrior and never had a major injury in battle. He hopes that his new master will also enjoy this blessing.
◌ He has respect for everyone’s individualities and works towards understanding everyone the best he can. He is tolerant of those of differing viewpoints to his own.
◌ He has a strong desire to help people with any troubles they are having, and twice-over when it comes to children. He is very willing to lend his strength to anyone who would ask it of him.
◌ He has a fondness for all animals, but particularly horses.
